Children have not yet developed the cognitive capabilities, judgment, and the ability to reflect on and control their behavior. They are also powerfully influenced by peers and the need to fit in. These characteristics make children particularly vulnerable to manipulation, marketing, and the fear of missing out. What should be the limits on the kinds of campaigns designed to appeal to children? What should our policy response be?
